Montréal – 17 February 2026 – Fragomen, the world’s leading provider of immigration services, today announced the addition of Partner Julie Lessard and Counsel Elsa Agostinho and Sophia Khanzadian to its Canadian practice, significantly enhancing the firm’s Québec immigration capabilities and deepening its support for employers navigating Canada’s evolving immigration landscape.

Lessard, Agostinho and Khanzadian will lead the practice, bringing deep experience advising employers on Québec and Canadian federal immigration requirements, including work permits, permanent residence pathways, employer compliance and workforce mobility planning. Additionally, the team’s ability to advise on US immigration matters in French in addition to English, significantly enhances Fragomen’s cross-border service offering.

Their arrival strengthens Fragomen’s on the ground presence in Québec and complements the firm’s existing offices in Montréal and Toronto, reinforcing its national Canadian platform. “Joining a firm entirely dedicated to immigration allows me to remain at the forefront of the discipline, deepen my expertise and contribute within an environment that values innovation, strategy and global impact,” said Lessard. “Being part of a global organization broadens my ability to support clients anywhere in the world and provides the opportunity to shape immigration policy at a global scale, building on my longstanding commitment to the evolution of immigration systems in Québec and Canada.”

“Depth of local expertise is essential for employers navigating immigration programs that operate at both the national and provincial levels,” said Enrique Gonzalez, Fragomen Co‑Chair. “Bringing Julie, Elsa and Sophia into our Canadian practice reflects a deliberate investment in Québec‑focused talent and strengthens our ability to deliver coordinated, seamless support to clients operating across Canada and around the world.”

“Growing our Montréal team strengthens our leadership in immigration policy, workforce planning, compliance and mobility,” said Cosmina Morariu, Canada Managing Partner. “In a shifting regulatory environment, we provide clear, practical strategies that enable employers to retain and to mobilize talent efficiently across Canada.”

The expansion of the Montréal-based team reflects Fragomen’s continued investment in Canada and responds to increasing demand for guidance across corporate, individual and educational immigration services, including work permits, permanent residence pathways and student mobility programs.
